How Japan's Post-War Cedar Boom Became a Decades-Long Allergy Crisis

Every spring, tens of millions of Japanese reach for tissues, antihistamines and surgical masks as a yellow haze of pollen drifts down from the country's mountains. Kafunsho, or pollen allergy, is now so widespread that it is sometimes called Japan's national disease. The government's answer was a sweeping reforestation program built around two native conifers: sugi (Japanese cedar) and hinoki (Japanese cypress). They grew quickly, grew straight, and produced the kind of light, workable timber the construction industry wanted.

Across the 1950s and 1960s, vast monocultures of sugi and hinoki replaced the mixed broadleaf forests that had once cloaked Japan's mountains. The plantations were a triumph of central planning — until they weren't.

By the time the trees matured, Japan's economy had transformed. Cheaper imported timber from North America and Southeast Asia had undercut domestic forestry. Logging contracted. Rural populations aged and shrank. The cedars, planted to be felled, were simply left standing.

From timber asset to pollen factory

An untended sugi plantation is a peculiar thing. The trees grow taller, denser and — crucially — older. Sugi reach peak pollen production at around 30 years of age. The trees planted in the early post-war years hit that threshold in the 1970s and 1980s, and have been pumping out ever larger pollen loads each spring since.

The first wave of hay fever cases was identified in the 1960s. What had been a medical curiosity became, within a generation, a mass phenomenon. Today, surveys suggest something close to 40 per cent of Japanese people suffer from cedar pollen allergy. In Tokyo the figure is higher still. Children are developing symptoms younger. Productivity losses run into the billions of yen.

The biology is brutally simple: more mature trees, more pollen; more pollen, more sensitisation; more sensitisation, more sufferers. Why the trees are still there

If the cedars are the problem, why not cut them down? Japan has tried. The problem is that policy moves in years and forests move in centuries. The forestry workforce has collapsed; the average Japanese logger is now well into late middle age. Mountain plantations are often on steep, hard-to-access terrain. Domestic timber prices are too low to make harvesting commercially attractive. Replanting with broadleaf species takes decades to produce ecological benefits and offers no income in the meantime.

Even if Japan started cutting at maximum feasible rates today, mature cedars would continue shedding pollen into the 2050s and beyond. The crisis has its own inertia.

The pattern: short-term fix, long-term harm

Japan's cedar problem is unusual in scale but not in shape. Around the world, public health crises with deep policy roots follow a recognisable pattern.

  • A pressing need. Post-war housing, food security, industrial growth — something urgent that justifies a sweeping intervention.
  • A simple, scalable solution. Monoculture plantations, leaded petrol, asbestos insulation, DDT spraying. Each was, in its moment, a marvel of efficiency.
  • A long lag. The harms emerge years or decades later, often after the original justification has faded.
  • An impossible reversal. By the time damage is obvious, the system is entrenched: industries depend on it, infrastructure assumes it, the costs of unwinding are distributed across generations.

Some prefectures are subsidising the conversion of cedar forests back to mixed broadleaf woodland. Researchers are developing sublingual immunotherapy tablets that can desensitise patients over several years.

None of it is fast. None of it is cheap. And none of it would have been necessary if, in the 1950s, Japan had planted a more varied forest — or if, in the 1970s, it had reckoned honestly with the fact that its timber industry was finished and acted on the plantations then, when the trees were still young.

They are the physical residue of a meeting room in post-war Tokyo, of a budget line, of an assumption that the future would want what the present did.
